That changes the targeting maths entirely. Ten thousand cheap views from countries you cannot sell to are worth less than five hundred from the city you operate in.
When the expensive audience is the right one
For most creators the US, UK, Canada and Australia premium is not worth paying. For a business selling into those markets it usually is, because the view is only a cost if it cannot lead to revenue.
Work backwards from what a customer is worth. If a customer is worth $200 and one in three hundred viewers becomes one, a 1.32¢ view is cheap. If nobody in that country can buy from you, it is expensive at any price.
Small budgets work here
A local business does not need a large campaign. Tight targeting on one country or region, a clear video, and a modest weekly budget produce a readable result inside a week.
The published rate card matters more for a business than for a creator, because the budget has to be justified against a return. Knowing the cost per view in advance means the arithmetic can be done before the money is spent rather than after.
What to measure
Cost per site visit or enquiry, not cost per view. Tag the destination link so the traffic is attributable, and compare against what you pay for the same action on other channels.
